What is Governance?

The board of Halton CU agreed to sign up to and adhere to the ABCUL Code of Governance which has 45 Elements gathered under 4 Principles:

  • "Compliance & Continuity",
  • "Integrity & Accountability",
  • "Skills & Ability",
  • "Structure & Good Governance"

These are split between 30 Required standards and 15 Gold standards.

Corporate Governance refers to the framework from which credit unions directors can be inspired to work collectively to build an effective and sustainable credit union. From a compliance and stewardship perspective it is concerned with the practices and procedures that the Board develops in order to achieve its specific goals. A democratic view of governance would be that the Board represents the interests of the members of the credit union and other stakeholders connected with the organisation.

By using the code of governance as a benchmark, the credit union is able to show members and other stakeholders how it achieves standards of good practice, upholds the integrity of the credit union and provides added value to its membership. It is also intended to demonstrate that the credit union is a safe, well run and ethical organisation. Assessing compliance with the Code of Governance will be a continuous and ongoing process.

Oversight of this activity was given to the Compliance Officer and working with the staff at Halton CU the activity of reviewing all the elements of the Code of Governance was completed and an indication of HCU's compliance or otherwise was listed. The view taken was that, generally, unless we are easily able to provide evidence of compliance we are not fully compliant. For each of the required standards a percentage value has been determined and recorded against each element. The table presents Halton CU's compliance with the code of governance showing the numbers of elements within in each principle that HCU is fully or partially compliant with and giving a percentage value. These values are used to generate the chart showing our current levels of compliance. In future years we will be able to see the credit unions progress towards full compliance.
